Senate Substitute for Substitute for HB2299 by Committee on Education - Providing that certain statutory references to accredited nonpublic schools mean nonpublic schools accredited by the state board of education, requiring that schools accredited by a national or regional accrediting agency shall have the same rights as schools accredited by the state board, requiring school districts and accredited nonpublic schools to prohibit the use of personal electronic communication devices during the school day and prohibiting employees of a school district from using social media to communicate with students for official school purposes.

School phone ban and staff limits

Public districts and accredited private schools must ban student personal devices during the school day. Devices must be off and stored away from students. Exceptions apply only for an IEP, a 504 plan, or a doctor-approved medical need as a last resort. Students may call parents using a school phone; schools may also limit devices at after-school events. Travel to and from off-site learning is not covered by the ban. Employees cannot privately message students on social media for school business or require social media for class or activities; only State Board–approved, school-controlled platforms may be used for public, one-way notices. Virtual schools are exempt. Schools and staff are not liable for damage to or storage of personal devices brought to school. By September 1, 2026, each board must certify these policies to the State Board.

Clearer accreditation rules for private schools

When Kansas law mentions “accredited nonpublic schools,” it means schools accredited by the State Board unless a law says otherwise. Private schools with national or regional accreditation that the State Board recognizes have the same rights as State Board–accredited schools. Statewide high‑school associations must accept those recognized accreditations for membership and activities.

Limits on changing reading and math standards

The State Board cannot change reading or math standards in a way that requires new statewide tests until at least 75% of students score at levels 3 and 4 combined statewide by 2030. Certain statewide test‑reporting rules end on July 1, 2029. The act also repeals two older education statutes tied to these topics.
