Council now runs diagnosis support programs

The law moves these awareness programs from the Kansas Department of Health and Environment to the Kansas Council on Developmental Disabilities. The council now authorizes and oversees prenatal and postnatal diagnosis support. The prior statute is repealed and its powers move to the council. Families now receive program materials and services run by the council.

More support for parents after diagnosis

The council can fund groups with grants, contracts, or agreements to collect and share current, evidence-based information on prenatal and postnatal diagnoses, including Down syndrome. Eligible recipients include the state, local governments, and other expert groups the council approves. Grantees must give health care providers written, council‑approved materials and contact info for hotlines, websites, resource centers, and local peer support. All materials must be culturally and linguistically appropriate. The council must favor projects that pair health care groups with disability advocacy groups.

New fund and 2027 report for families

The law creates a dedicated state fund for these awareness programs. Money in the fund is used only for these programs, subject to state appropriation laws, with vouchers approved by the council chair. On July 1, 2025, the state transfers $25,000 into the fund. By January 11, 2027, the council must report to the Governor and Legislature on awards made and how well the programs worked.
