Kansas bans certain AI platforms on devices owned or issued by state agencies. State networks must block those platforms. Agencies must deactivate and delete any accounts and stop using them. The ban covers DeepSeek and AI controlled by China (including Hong Kong), Cuba, Iran, North Korea, Russia, and Venezuela. Agencies may access these tools only on an employee’s device for law enforcement or cybersecurity investigations.
Medical and research facilities that get state money and do human-genome work cannot use genetic sequencers or software made by foreign adversaries. The list includes China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. The governor can add more. Facilities must remove banned devices or software that are not permanently disabled and replace them with allowed options. Subject to funding, the state treasurer can reimburse up to the replacement cost. Requests must include purchase orders and arrive before October 1, 2025.
