You can qualify with an active out-of-state license that is not revoked, suspended, or conditioned. Guest permits are valid at a state or national convention, a Board-licensed establishment, or another Board-approved event site. Each permit expires within 14 days of issuance. A foreign citizen with no Social Security number and no other-state license may use a valid passport or visa number instead.
