The law raises the minimum fine for buying sexual relations to $2,000; the maximum stays $5,000. Half of any fine goes to the human trafficking victim assistance fund. Diversion agreements in these cases must include payment of the fine; for agreements filed on or after July 1, 2027, they also must require completion of an Attorney General-approved education or treatment program. For convictions on or after July 1, 2027, courts must order an Attorney General-approved program for people convicted of buying sexual relations; before that date, courts may order a suitable program. For human trafficking or child commercial sexual exploitation convictions, courts may order an Attorney General-approved program for convictions on or after July 1, 2027. The Attorney General must adopt rules by January 1, 2027 and approve programs by July 1, 2027.
It is a crime to knowingly aim a laser at a police officer on duty. That offense is a class A person misdemeanor. It is a felony to aim a laser at an aircraft in flight or in its flight path. The law allows exceptions for authorized testing, defense or homeland security work, and using a laser emergency signal.
The law makes theft of a motor vehicle worth at least $500 but less than $1,500 a severity level 10 nonperson felony. This raises penalties for stealing lower-value vehicles.
The law repeals K.S.A. 12-4106, 12-4120, 12-4416, 21-5426, 21-5801, 21-5828, 21-6421, 21-6422 and 22-2909. These sections are removed to align the code with the act's updates and recodification.
Municipal judges must send dispositions that match state crimes to the Kansas Bureau of Investigation within 30 days, using a form or format approved by the Attorney General. When a diversion agreement is filed, the city attorney must send a copy to the Kansas Division of Vehicles; if the person is a nonresident, the Division must send a copy to the person's home-state motor vehicle agency. Parts of certain city fines must go to state funds: $250 from each fine under K.S.A. 8-1567 or 8-2,144 to the community corrections supervision fund; one-half of each fine for buying sexual relations to the human trafficking victim assistance fund; and $20 from each seat belt fine to the seat belt safety fund.
