Small nursing facilities with under 60 beds can license a connected part as residential healthcare for fewer than six people, if that part equals at least 10% of total beds. Existing nursing facilities that switch to residential healthcare must provide private baths in at least 20% of living units. These changes make partial conversions easier and improve resident privacy.
Home plus homes can now serve up to 16 residents, up from 12. If a home plus cares for more than 8 people, it must add staff and resources to meet nursing care standards. Beginning July 1, 2026, homes with more than 12 residents must keep written plans for care, emergencies, and safety for inspections. Staff who serve residents with dementia must complete dementia care training every year. An adult care home may convert a separate but connected wing into a home plus with 5 to 16 beds.
Facilities licensed the day before this law took effect stay licensed until their next renewal. They may renew in the right category by paying required fees. The licensing agency can rename facility classes and define services by rule, as long as rules fit the law. The act repeals the prior statute section as part of this reorganization.
