The law requires every rural health transformation grant application to be presented at a State Finance Council meeting after Alliance review. Each presentation must name the recipient, planned spending and purpose, the location and community, and the outcomes to be achieved. After any state spending of federal funds for this program from the Centers for Medicare & Medicaid Services (CMS) or other federal laws, spending details are presented to the council as soon as practical. Any reports or documents sent to CMS are also given to the council. The same materials are presented to House Appropriations and Senate Ways and Means during session, and to the Legislative Budget Committee when not in session; the Governor names who presents them.
Each rural health transformation grant recipient must send quarterly reports to the State Finance Council. Reports must show the measures of success and the key results achieved. This adds ongoing paperwork for grant winners but improves tracking of outcomes for communities and lawmakers.
