K‑State land sale funds housing

The Board of Regents can sell Lot 3, Fraternity Knoll Addition, 1930 College Heights Road (Parcel ID 081-211-12-0-40-20-003.00.0). The sale must close by July 1, 2028. All proceeds go to K‑State’s housing system repair, equipment and improvement fund (367-00-5641-4740). The Attorney General must approve the deed before transfer. This sale is not subject to K.S.A. 75-3043a or 75-6609.

Lawmakers can get campus contracts fast

Any Kansas legislator can ask a state college or the Regents for copies of campus policies and signed contracts. The school or Board must send them as soon as possible, and no later than five business days.

Universities control purchasing and contracts

State colleges and universities can buy goods and services and sign contracts under their own Board‑approved policies. They can also lease real property. They must use competitive bids when required and pick architects and engineers based on qualifications. A contractor cannot use an in‑house architect unless the campus facilities director reviews the drawings. These deals are exempt from many statewide procurement rules and extra outside reviews. Schools may buy prison‑made goods under their policies. Older procurement statutes are repealed to match these new rules.

Campus easements and asset tracking rules

State colleges and universities can grant easements across campus land under Board‑approved rules. An easement can allow parking, paths, or utilities, with or without payment. The rules must protect future campus use and the public interest. Each campus must also keep an inventory of all fixed and movable property.
