For any Hutchinson pilot contract, the state charges the regional average commercial rent for the space used. Contracts must pay the regional average wage for the work. No lower training wage is allowed. Contractors must pay all project costs, including utilities, start-up, training, and administrative costs. If a nonprofit keeps the housing units, it must pay property taxes and cannot ask for a property tax exemption.
The law authorizes the Secretary of Corrections to run a pilot at the Hutchinson Correctional Facility to build manufactured or modular homes. Pilot contractors must provide a nationally recognized construction training certificate and track how participants do after release. Outside this pilot and the vocational building program, the state may not run prison home-building that competes with private manufactured or modular home makers or dealers. The pilot ends December 31, 2031. In 2030, the Secretary must brief House and Senate Commerce committees and report on the pilot’s results. Each regular session, the Secretary reports to Senate Ways and Means and House Appropriations on these contracts. The act also repeals K.S.A. 75-5275a.
