The law makes it easier for voters to force a public vote on some municipal lease‑purchase deals. A petition now needs signatures from at least 3% of qualified voters, filed within 30 days after the last notice is published. For cities and towns (not counties, schools, or community colleges), this applies when a deal runs three or more years and any year’s payment is over 3% of the current budget, excluding debt service. For counties, school districts, and community colleges, it applies to land or building deals that extend past the current fiscal year and have annual payments over $100,000; the board must pass and publish a resolution once a week for two weeks, and the 3% is measured by the vote for secretary of state at the last general election. If enough signatures are filed, the deal must be approved by voters at an election. Any multi‑year deal needs a majority vote of the governing body and must list the cash price, average interest cost, and any service, maintenance, or insurance charges. The act also repeals the prior version of K.S.A. 10-1116c.
