In Kansas counties with more than 170,000 and not more than 200,000 people, the county board may create a citizens commission on local government. It is no longer required. If formed, members include the county commissioners; governing bodies of first-class cities; each township trustee; chairs of school boards, public utilities boards, and drainage district boards; mayors of second- and third-class cities; plus 18 county residents chosen by those officials. The 18 residents must live in the county and cannot be officers or employees of the county, any city, school district, township, public utility board, or drainage district. The law replaces the prior statute language and takes effect upon publication in the statute book.
