Permanent retailers can sell consumer fireworks all year from a permanent building. Permanent retailers must register each year with the state fire marshal. Registration lasts one year and must list contact info, store address, and sales times. Seasonal retailers may sell only June 20 through July 7. All retail sales must happen at a physical location by a registered permanent retailer or a seasonal retailer.
The memorial next to the Kansas Firefighters Museum in Wichita (1300 S. Broadway) is the official state fallen firefighters memorial. The law ends the old advisory committee and creates a nine-member memorial council. The council can accept donations and directs memorial work. A state memorial fund pays for building, upkeep, repairs, and adding names.
Sponsors or operators must get a city or county permit before a fireworks display. It is illegal for anyone without a current license in hand to possess or sell fireworks labeled “For Professional Use Only.” The state fire marshal will set detailed rules to carry out these safety and sales requirements.
Anyone who sells, offers for sale, possesses to sell, or sets off fireworks must get a state license. Seasonal retailers are not required to get this license. The state fire marshal does not charge licensure fees. License terms: manufacturer 1 year; hobbyist manufacturer 4 years; distributor 1 year; display operator 4 years; proximate pyrotechnics operator 4 years. Applicants must be at least 21, and licenses cannot be transferred.
