The state registrar must give the treasurer only these birth items: the child’s name, the parent or guardian’s name and mailing address from the birth certificate, and the child’s date of birth. No data is sent if a death certificate exists. By September 1, 2026, the registrar sends data for children born before July 1, 2026 who are eligible for these accounts. For births on or after July 1, 2026, the registrar sends data within 90 days of the birth certificate, unless a death certificate is issued in that time. Transfers use secure electronic methods and must follow state and federal law. Agencies may sign agreements on procedures, privacy, data transfers, and repayment of actual costs. The law does not allow broader sharing of confidential records beyond what other laws and this program allow.
The state treasurer sends parents printed info about three savings accounts. It covers a federal section 530A account for children born on or after January 1, 2025, 529 college savings, and 529A ABLE accounts for people with disabilities. Materials arrive by mail, like brochures and letters. The treasurer also keeps details on the website and includes them in financial education training.
