Beginning January 1, 2026, title agents who handle escrow must keep funds in separate trust accounts. They must get an annual escrow audit and give it to the commissioner within 30 days if asked. They must file a $100,000 surety bond or an irrevocable letter of credit from an approved company. This protects homebuyers and others whose money is held at closing.
Kansas creates one secure web system to verify car insurance. It must be fully operational by July 1, 2026, after at least nine months of testing. No enforcement can use system data until testing is complete. Insurers must return real‑time policy status; small insurers may use an approved alternative. The Insurance Department funds the system and may hire experienced vendors. System data is confidential and not open to the public or private lawsuits. Commercial policies and out‑of‑state vehicles are not required. Insurers get relief for scheduled maintenance or emergencies and immunity for good‑faith efforts.
You can verify required car insurance online for registration and renewal. The insurance commissioner can require insurers to verify coverage electronically. Police cannot use a system match as the main reason to stop a vehicle.
Third‑party administrators must keep each payor’s money in a separate fiduciary account. They cannot commingle funds and must keep records and send periodic accountings as agreed. They must tell the insurance commissioner at the time they file chapter 9 or 11 bankruptcy.
The law updates who counts as a “person” for insurance enforcement. It includes insurers, administrators, and similar entities, but excludes agents and brokers. It also repeals several older insurance statutes now and two more on January 1, 2026.
