To get an Adult Learner Grant, you must sign an agreement with the Board. It can set enrollment or completion rules, Kansas residency or work rules, and reporting duties. If you do not meet the agreement, you must repay what you received plus interest at the law’s rate.
If you owe, payments start six months after the event that triggers repayment. You must begin within 30 days and finish within five years. If a payment is 91 days late, the full balance and interest are due at once. The Board can send accounts to loan servicers or collection agencies and charge court, lawyer, and collection fees.
The law sets a 5% yearly interest rate on scholarship and grant paybacks, tied to the PLUS rate when you sign. Interest cannot start before the Board says you must repay. These rules apply to obligations tied to aid given before July 1, 2025. No refunds are allowed for payments made before July 1, 2025. The Board cannot charge more than the rate in law or your agreement. Older program statutes are repealed to put these uniform rules in place.
For Kansas Promise awards on or after July 1, 2021, and Adult Learner Grants, the Board collects any paybacks. It can use loan servicers or collection agencies. Colleges do not have to collect. They must each year share last known contact info and key status updates. Colleges and state agencies may give the Board academic, work, and residency data to check compliance and collect money owed.
The Board’s chief officer can set and charge processing and administration fees for student aid programs. The fees cover program costs and go to the state’s financial aid services fee fund.
