Debt limits and terms for townships

Bonds issued under township building rules have a separate cap of 5% of the township’s assessed property value. These bonds must be serial and mature in roughly equal amounts within 20 years. They are a lien on all taxable property in the township. The township can levy taxes as needed to pay principal and interest.

Higher bond caps for Kansas townships

Township boards can issue bonds to fix, rebuild, or equip township buildings. The cap depends on population: up to 1% of assessed property value for 5,000 people or fewer; up to 5% for 5,001–10,000; and up to 10% for more than 10,000. Voters must approve the bonds in a township election. The township can raise property taxes as needed to pay the bonds. The law replaces the old township bond rules with these updated limits.
