Bill Overview

2 provisions identified: 0 benefits, 2 costs, 0 mixed.

State parallel generation rules repealed

The law repeals the state framework for parallel generation service. It removes rules for customer contracts, interconnection steps, pay for exported energy, and export limits. This affects households and businesses with generators that send power to the grid, and the utilities that serve them. The repeal takes effect upon publication in the Kansas Statute Book.

Utilities can refuse exports for some big facilities

Through July 1, 2027, a utility can refuse parallel generation service to a new or expanded facility that takes power at 34.5 kilovolts or higher and starts service on or after July 1, 2025. The facility’s added demand is excluded from the utility’s historic peak demand. This change takes effect upon publication in the Kansas Statute Book.
