Louisiana highway plans get stronger oversight

Louisiana's transportation department must list and explain changes to the completed prior year's highway program in its annual submission. The goal is for at least 90% of projects to progress as planned in that prior submission. The legislative auditor must monitor the program and measure its accuracy each year. The department must also send yearly updates on current projects to the House and Senate transportation committees. It must hold public hearings through the joint transportation committee and prepare next fiscal year's final construction plan for lawmakers. Projects discussed at hearings but left out of that plan must receive identification numbers. The department must list those projects and explain their exclusion to the committees by October 1 of the following fiscal year.

Louisiana raises transportation contract approval threshold

For transportation department facility construction, maintenance, or improvements, the contract threshold rises from $1 million to $3 million. Contracts over $3 million must be in the department's name. They require signatures from the secretary or a designee and the contractor. No contract or authorized work can create state debt beyond funds available now or expected for that project.
