Louisiana school boards covered by the Open Meetings Law must allow public comment before each agenda item and before any vote. Boards can set reasonable rules for comments. The exception in R.S. 42:15(B) still applies.
Louisiana public bodies must make meeting minutes available as public records within a reasonable time, subject to disclosure exceptions. Those exceptions come from R.S. 42:16–18 and rules adopted under R.S. 42:21. Members must receive draft minutes at least five business days before the meeting where approval is considered. Bodies with websites must post adopted minutes and keep them online for at least three months after posting. When official-journal publication is required, online posting is due within 10 days after publication; otherwise, within a reasonable time after the meeting. Inability to access the website does not violate these requirements.
Most Louisiana public bodies must provide written meeting notice at least 24 hours ahead, excluding Saturdays, Sundays, and legal holidays. They must post it where the public can read it at their main office, or publish it in an official journal. Bodies without a main office use the meeting building for posted notices. Bodies with websites must also post notice online for at least 24 hours, excluding those same days. Late online posting or inability to access the website does not violate the Open Meetings Law. These notice rules exclude the legislature and its committees and subcommittees.
