Local garbage contracts and fee rules

Louisiana parishes and municipalities can grant garbage-service permits, licenses, exclusive or nonexclusive franchises, and exclusive contracts, while keeping their regulatory powers. They can request proposals before exclusive contracts, but exclusive franchises require advertised bids and awards under state public bidding laws. Collection and transportation contracts can last up to 10 years; disposal contracts can last up to 25 years. Each allows an additional five-year extension. Local governments can charge people receiving service. In Lafourche, Vermilion, Rapides, and Washington parishes, those charges require approval from a majority of voters voting in a parish election.
