The law creates the Greater St. Martinville Economic Development District to support local jobs, property improvements, and community and cultural projects. It covers specified Main Street areas, Southside Park, the historic square, and East Bridge Street and Port Street corridors. Seven voting board members govern it, with the mayor serving without a vote. Appointed members serve staggered initial terms of one to three years, then three-year terms; residents can access meeting minutes. The district can accept donations, make contracts, hire staff, and acquire property, but the law provides no direct household payment.
The law authorizes an added sales and use tax of up to 1% on covered purchases within the district. It does not impose the tax automatically. A majority of voters voting on the tax must approve it before the board imposes it by resolution. The board sets the rate and purpose, and the tax must apply uniformly throughout the district. All proceeds must support district purposes.
The district must dissolve one year after all its outstanding debt is fully paid, including principal and interest. This includes bonds issued to replace earlier debt. The law sets no calendar date for closure.
The district can issue revenue bonds for development projects and pledge up to all available tax increments to repay them. This financing supports district projects but redirects eligible tax money from other local tax recipients. Using another tax recipient's share requires that body's consent by ordinance or resolution and majority approval from voters voting. Tax money already dedicated to another purpose also requires voter approval before use.
