Louisiana colleges set tuition with student safeguards

Beginning January 1, 2027, Louisiana public colleges and universities gain authority to set tuition and mandatory fees for all programs. This covers certificates, degrees, diplomas, and other credentials, including part-time, dual-enrollment, summer, and intersession students. Colleges can raise these charges by no more than 10% over any one-year period or lower them without limit. Increases are not required. When setting charges, colleges must consider affordability, total attendance costs, peer colleges’ charges, and median household income in Louisiana and peer colleges’ states. Colleges must create a process to give students adequate notice before increases and set financial-hardship waiver rules. Information about increases and waiver rules must reach affected current and prospective students in a timely manner. The law does not guarantee lower charges or a waiver for any particular student. Each college must report on implementation by February 15 annually to its management board, the Board of Regents, and legislative committees. Those committees are House and Senate Education, House Appropriations, and Senate Finance.
