Beginning August 1, 2026, Louisiana nursing facilities must have a permanently installed onsite generator or other backup power source. Fuel or another power-generation source must be stored onsite or delivered before an emergency. These requirements help facilities keep power available for residents and services during emergencies.
The rebate program framework takes effect August 1, 2026; rebates become available January 1, 2027. Eligible Louisiana nursing facilities get help with costs actually paid to buy, install, and start using qualifying solar systems. Facilities must be state-licensed and have qualified for the federal Grid Resilience and Innovation Partnerships grant program before its cancellation. Systems must be on Louisiana nursing facility property and start service on or after January 1, 2026. Facilities must submit itemized costs, other required records, and a contractor's sworn statement that the system can power all required systems, areas, and services at once. The Louisiana Department of Health defines eligible costs, reviews applications, and sends cost certifications to facilities and the Department of Revenue. Revenue pays rebates from specified state revenues, first subtracting debts due to Louisiana from facilities, related parties, or owners. Rebates are first-come, first-served, with a $2 million total cap. No rebates may be paid on or after January 1, 2029.
