Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

Gaming employees face supplier contract limits

Licensed gaming operators cannot buy goods or services through contracts with their own employees who hold key gaming employee permits. The ban applies only when the supplier is both the operator’s employee and a holder of that permit.

Gaming training schools need approved locations

Gaming employee and dealer training schools must hold training at an approved institution. Approval must come from Louisiana’s Board of Regents or State Board of Elementary and Secondary Education. Schools run by a gaming licensee or casino gaming operator are exempt. The requirement applies to schools, not individual trainees.

Gaming suppliers face permits and reviews

Louisiana’s gaming Division must issue non-gaming supplier permits to suitable suppliers serving covered gaming and sports wagering operators. The Gaming Control Board sets the permit threshold and can count only goods and services tied to Louisiana operations. Suppliers face suitability oversight regardless of dollar amount, including indirect suppliers and people with business ties to covered operators. Regulators can require a suitability finding and repayment of reasonable review costs, capped at $250. Missing required information can lead to an unsuitable finding. The Division can waive review submissions for people or industries when unnecessary or inadvisable for public protection or the law’s goals.
