3 provisions identified: 1 benefits, 1 costs, 1 mixed.
The Hotel Francis District ends one year after all its debt principal and interest are paid in full. This includes loans, bonds, notes, and replacement bonds used to refinance debt. In all cases, the district cannot last more than 40 years after its first authorized tax is levied.
The Hotel Francis District board can add hotel-room and food-and-drink taxes by resolution, without a voter election. Guests pay the room tax with their room charge; buyers pay the food-and-drink tax at checkout. The food-and-drink tax covers district purchases not intended for home consumption. Each tax is capped at the combined local sales and use tax rate on those purchases in West Feliciana Parish. These taxes come on top of existing taxes; the law sets no specific rates.
The law creates a 14.800-acre district in St. Francisville to redevelop blighted property into a conference-style hotel and related facilities. Its board includes the mayor and two town governing-authority members appointed by the mayor. The district can manage property, receive grants, make public-private contracts, and borrow money for the project. It can commit up to all yearly hotel and food-and-drink tax revenue above the pre-creation year's collections to project debt. Revenue bonds are paid only from pledged revenues; pledges cannot harm existing obligations or use money already dedicated to another purpose.
