For fiscal year 2024-2025 and each year after, Louisiana must direct at least 25% of forecast-designated, nonrecurring money to state pension debts. These are pension costs that the systems lack enough money to cover. The amendment removes the rule requiring payments toward the oldest debts first. The Legislature can set a formula for sharing the money among systems with unpaid pension debts. Without a formula, each system receives its share based on its portion of total unpaid pension debt. That calculation uses the latest valuations approved by the Public Retirement Systems’ Actuarial Committee or its successor. These payments cannot fund cost-of-living increases. The law schedules a statewide vote on the amendment for November 3, 2026.
