For dealer purchases from January 1, 2026, through December 31, 2027, Louisiana taxes qualifying cigars at 50 cents each. These are cigars with a manufacturer invoice price of $2,500 or more per 1,000. Cigars priced above $120 but below $2,500 per 1,000 remain taxed at 20% of the invoice price. Beginning January 1, 2028, the 20% tax returns for all cigars priced above $120 per 1,000. Wholesale and retail dealers must report all cigars held on December 31, 2025, to Louisiana's Department of Revenue by February 1, 2026. The department can set rules for this inventory filing. Shoppers save only if dealers pass along tax savings.
