Beginning July 1, 2026, Louisiana dedicates insurance revenue to the Louisiana Fortify Homes Program Fund. The fund gets the first $5 million in annual surplus-lines tax collections, plus $5 million yearly from other insurance taxes. It also gets $1,000 from each annual financial regulation fee. Another $15 comes from each listed first-time application, added-line application, initial or renewal company appointment, and claims or public adjuster fee. The adjuster fees cover businesses and resident and nonresident individuals. These deposits fund home fortification but do not set household eligibility or grant amounts.
Beginning July 1, 2026, the law sets an annual 4.85% tax on gross premiums for covered surplus-lines insurance. This covers policies placed through Louisiana-licensed surplus-lines brokers with surplus-lines or other unauthorized insurers when Louisiana is the policyholder's home state. Louisiana's insurance commissioner collects the tax and may arrange a shared system to gather policy details. Agreements may collect extra data, calculate tax by risk type, and report tax-exempt transactions. The commissioner may adopt enforcement rules and allow a system transaction fee; no fee is required or amount set.
