From July 1, 2026, through June 30, 2027, the law protects gaming revenue paid to specified local recipients. Local governments in the parish containing a licensed eligible facility must receive at least their 2025–2026 fiscal-year amount. The same floor covers other recipients listed in R.S. 27:392(B) and (C), even when other laws conflict. The floor does not apply during a force majeure event.
Louisiana's promotional play pilot runs from July 1, 2026, through June 30, 2027. During that period, operators subtract winnings paid in cash or prizes and $7 million tied to promotional play wagers from slot receipts. This sets the net proceeds used to calculate fees and taxes. Operators cannot transfer the additional $2 million in promotional play amounts to another licensee or casino operator under Act No. 258 of 2026. By March 1, 2027, licensees must submit a comprehensive report covering July 1 through December 31, 2026. It must show added net slot proceeds from enhanced promotional play and effects on fees, taxes, and deposits into local government funds. Reports go to the Gaming Control Board, Senate Committee on Judiciary B, and House Committee on Administration of Criminal Justice.
