Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Massage businesses face stricter operating limits

Beginning August 1, 2025, an establishment's license is automatically revoked for an owner's, manager's, or supervisor's massage-law violation connected to operations. After revocation, neither the massage board nor local authorities can license or permit another massage establishment at that address. Establishments also cannot serve as a main or temporary home, shelter, or sleeping or napping space unless locally zoned for residential use.

Tighter renewal rules for massage licenses

Beginning August 1, 2025, guilty pleas or convictions for sex-related, violent, or massage-related crimes bar massage license renewal. Licensees licensed before April 1, 2022, and registrants registered before August 1, 2025, must submit state and federal background checks before renewal unless already submitted. The board can access criminal records and requires fingerprints and identifying information, with fingerprints sent to the FBI for national checks. Annual renewal requires renewal fees and continuing education. Excess education credits can carry over beginning with the April 1, 2022, renewal cycle.

Faster inspections for massage business complaints

Beginning August 1, 2025, Louisiana's massage board must establish a process to review all complaints. Complaints alleging illegal activity at an establishment require an unannounced, in-person inspection within 10 days of receipt. The board can adopt rules to prevent fraud, abuse, human trafficking, and other crimes. By March 1 each year, it must report to lawmakers on complaints, inspections, licensing decisions, and enforcement actions. Reports must detail each complaint's outcome, investigation, and proceedings.
