Families can combine scholarships within aid limits

Qualified Louisiana students can combine scholarships from multiple school tuition organizations with other student-specific public aid for nonpublic school. Total organization scholarships cannot exceed tuition and fees or a grade-based funding limit, whichever is lower. That limit is 80% of the prior-year state average Minimum Foundation Program per-student funding for kindergarten through grade 8. For grades 9–12, it is 90%. Organization scholarships plus other public aid cannot exceed tuition and fees. The state education department checks these limits, and the organization causing an excess must repay it to the state. Parents cannot also claim scholarship payments as another Louisiana tax credit, deduction, exemption, or rebate.

Scholarship families get payment and testing safeguards

School tuition organizations must send quarterly scholarship payments, made out to a parent, to the student's qualifying school. Parents must approve deposits into the school's account and can endorse checks electronically, but cannot authorize someone else to endorse. When enrollment ends, the school must be notified, and scholarship payments must stop. The scholarship organization and state education department must receive immediate notice. Qualified schools must test participating students annually in English and math using state accountability tests or an allowed alternative. Alternatives include nationally norm-referenced tests or state board-approved assessments. Testing uses money retained for scholarship organizations' administrative costs; the state education department cannot pay to administer state tests to applicants. Schools must give parents results each year, starting with the first testing year.
