Young adult subsidies extended but now optional

Starting July 1, 2025, Maryland removes the June 30, 2026 end date for its young adult health insurance subsidy program. The Exchange sets yearly eligibility and payment rules, considering ages 18–40 and incomes from 133%–400% of the federal poverty level. It may fund annual subsidies in 2026 and later years, but running the program becomes optional rather than required. Running it requires consultation with the Insurance Commissioner and Exchange Board approval. The Exchange cannot run the program in any calendar year without money from the insurance assessment distribution.
