State reviews local zoning powers
Beginning July 1, 2025, the law creates a temporary commission to study New Hampshire’s zoning laws. It reviews how zoning powers evolved and recommends changes to state and local authority, including links to subdivision rules. Members include four House members, two senators, a judicial representative, two housing experts, a municipal representative, and a public member. Legislative appointments are bipartisan. Legislative members receive mileage reimbursement at the legislative rate for commission duties. An interim report with findings and proposed legislation is due November 1, 2025; the final report is due November 1, 2026. The commission’s legal authority ends November 1, 2026. The law itself does not change local zoning limits.
Expanded energy districts and earlier financing
Upon passage, the law expands which local governments qualify under New Hampshire’s energy efficiency and clean energy district law. The definition includes unincorporated towns, unorganized places, village districts, and their designated representatives, alongside cities and towns. It also changes the prior C-PACER law’s start date from January 1, 2026, to upon passage. That advances provisions for commercial clean energy financing repaid through property assessments. These changes do not set a funding amount or guarantee savings for households.
