Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Plate sales support both organizations’ programs

New Jersey’s Treasury maintains a special Phi Beta Sigma and Zeta Phi Beta License Plate Fund. Plate fees first repay eligible Motor Vehicle Commission costs, including design, production, issuance, renewals, publicity, and necessary initial computer changes. Reimbursement is capped at $150,000. Remaining fees go into the fund, whose unused money carries forward and whose investment earnings stay in the fund. Annual payments from the fund support the missions and programs of Phi Beta Sigma Fraternity, Inc. and Zeta Phi Beta Sorority, Incorporated.

Organizations must fund the plate launch

The law bars state or public money for startup costs; the organizations or their designee must provide required private funding, capped at $25,000 combined. Before work begins, a liaison must also submit at least 500 completed applications with full payment at $50 per application. Excess startup donations go into the plate fund, and an agreement and appointed liaisons govern implementation and communications. Approved January 20, 2026, the law takes effect immediately but remains inoperative until the first day of the 13th month after both startup requirements are met. The law expires if those requirements remain unmet on the last day of the 12th month following enactment.

New fraternity and sorority plates carry fees

The law authorizes plates honoring Phi Beta Sigma and Zeta Phi Beta for vehicles applicants own or lease and register in New Jersey. Applicants pay a nonrefundable $50 fee, plus $10 each year after issuance, on top of regular registration fees. The Motor Vehicle Commission selects the design and colors with designated international officers from both organizations. The commission must certify its average cost per plate each year, with approval from the Joint Budget Oversight Committee. It may stop issuing plates if that approved cost exceeds $50 in two straight fiscal years; availability also depends on startup requirements.
