Cities face limits on fire staffing funds

From January 1, 2026, through December 31, 2028, cities can spend at most 37% of deposited hotel surcharge revenue on hiring and keeping fire-service employees. Beginning January 1, 2029, the state's Director of Local Government Services may set the maximum share for those purposes. This limit applies to surcharge money, not the city's entire fire budget.

Hotel guests pay $3 daily for firefighting

Beginning January 1, 2026, taxable hotel stays in New Jersey first-class cities with an international airport carry a $3 daily surcharge. It covers overnight and partial-day room use, excludes assembly spaces, and adds to existing taxes and fees. The state sends proceeds monthly to the city's dedicated fire fund for staffing, training, equipment, and building improvements. The city can budget this money only when its current-year firefighting budget exceeds the prior year's, excluding trust-fund money. The law also appropriates surcharge collections to these funds, subject to approval by the state's Director of Budget and Accounting.
