Highlands farmland appraisal protections last longer

Beginning March 17, 2025, the law extends special appraisals for Highlands farmland preservation purchases through June 30, 2029. Appraisers compare values under current rules and rules in effect January 1, 2004. Owners receive both values; the higher value guides price talks but does not guarantee the sale price. Eligibility requires continuous ownership since the Highlands Act's enactment, or ownership by that owner's immediate family member. Purchases must use constitutionally dedicated funds, Green Acres bond funds, or constitutionally dedicated corporate business tax funds, at least partly. The special process does not apply when any federal funds are used. Owners can waive the appraisal rules and agree to a lower price.

Annual watershed aid for Highlands towns

Beginning March 17, 2025, the law directs yearly Highlands Protection Fund payments to eligible Highlands municipalities hosting watershed lands. The Highlands Water Protection and Planning Council determines which watershed lands qualify. Municipalities must not receive watershed moratorium offset aid. Payments equal eligible acres multiplied by the per-acre rate used for that offset aid. The State Treasurer must request the money each year, and payments require legislative funding approval.
