Beginning August 1, 2026, New Jersey limits certification requirements for career and technical education teachers. The State Board cannot require a basic-skills test for a standard certificate when an approved non-test measure shows English and math skills. This covers candidates for, and holders of, certificates of eligibility, including those with advanced standing. Alternatives need Education Department approval and include superintendent-approved work portfolios, occupational licenses or certifications, and industry certificates or registrations. For certificate-of-eligibility candidates, the Board cannot require preparation programs exceeding 200 instructional hours or one academic year.
