The law extends prevailing-wage protections to workers on projects carried out through city or county industrial revenue bonds. Contractors, subcontractors, employers, and others acting as contractors must follow the Public Works Minimum Wage Act. Covered workers must receive at least the required wages and fringe benefits, based on local union contracts. When no local agreement applies, rates come from the nearest neighboring locality with agreements covering the same or similar work. Workers can file underpayment complaints, and agencies must withhold contract payments to cover wages and benefits owed.
