New utility rate and low-income relief options

Beginning July 1, 2025, New Mexico's Public Regulation Commission can approve rates and programs aimed at lowering low-income customers' energy costs. It can also approve energy-saving programs for these customers under the Efficient Use of Energy Act. The law also allows approved rates to support economic development or keep existing utility demand. These options are exceptions to the general ban on unreasonable differences in utility rates or service, which otherwise remains. Commission approval is required, and the law guarantees neither a program nor a savings amount.
