Extra premium help for state employees

The Health Care Authority must create a program using Health Care Affordability Fund appropriations to help state employees pay health contributions. Employees must enroll in a plan covered by the Health Care Purchasing Act and must not qualify for Medicaid. They must have modified adjusted gross income at or below 250% of the federal poverty level. Alternatively, they can qualify with employee-only coverage and an annual state salary of $50,000 or less. Assistance covers part or all of their net contributions, but the law does not set each person’s payment.

State employees get help and choices

Beginning July 1, 2025, New Mexico pays 80% of group insurance costs for covered state employees. The state pays 100% of contributions due for employees injured during public safety duties and on approved workers’ compensation leave. By July 1, 2026, the Health Care Authority must offer state employees different health plan designs and cost-sharing options. The law does not set those plans’ prices.

Premium help for National Guard members

New Mexico can use Health Care Affordability Fund money to pay some or all of eligible National Guard members’ net premiums. Members must belong to the New Mexico National Guard and qualify for federal TRICARE Reserve Select coverage. The law does not guarantee assistance or set each member’s payment.
