In the Town of Haverstraw (Rockland County), the approved assessing unit can limit yearly shifts between property tax classes. Using the 2026–2027 assessment rolls as the base, a class’s current base proportion cannot rise more than 1 percentage point above last year’s adjusted base proportion. The cap applies only if the unit’s governing body passes a local law, ordinance, or resolution to use it. If a larger increase is computed, it is capped at 1 percentage point, and other class shares must be adjusted so all classes total 100%. The law takes effect immediately.
