Heat safety plan for state prisons

The law requires the Corrections Commissioner to set an annual heat plan for all state prisons. It must keep people in custody and staff cool, hydrated, and safe during high heat. When possible, the plan gives access to industrial fans, water, ice, extra showers, and stocks commissaries with personal fans before summer. Prisons must track temperatures; keep and monitor a list of people with heat‑risk medical conditions; increase rounds and wellness checks; and add shade on yards when it fits safety rules. The Commissioner also studies cooling stations and permanent, sustainable cooling at each facility and, if feasible, sets a timeline to put them in.
