Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Large employer plans must cover scalp cooling

Beginning January 1, 2026, large group health plans in New York that cover chemotherapy must also cover scalp cooling systems. This includes both insurance policies and group contracts. Plans can still apply the same kinds of deductibles, coinsurance, and copays that apply to other benefits, as approved by the Superintendent. The rule applies to plans issued, renewed, or changed on or after January 1, 2026.

Old individual-plan scalp cooling rule repealed

Starting January 1, 2026, the state repeals an older rule for individual health insurance related to scalp cooling coverage. This deletes that rule from law. Some people on individual plans may lose a right that rule had provided, but the text does not give details. This repeal is part of aligning coverage with the new large group plan requirement that begins in 2026.
