The law sets up automated matching between OTDA and utility customer accounts, as federal law allows. Utilities must sign OTDA data terms and give required data to get match results at least twice a year. If a match shows you may qualify and the utility confirms it, the utility must enroll your account within 60 days. The utility must send you a written notice of enrollment. Utilities cannot share your OTDA information and may only use it to confirm eligibility and send notices. OTDA must launch energy matching within one year, and water matching within one year and six months, from the section’s effective date.
The law broadens who counts as a utility under these rules. It now covers municipal utilities, water-works companies regulated by state law, rural electric co-ops, and state authorities. The Public Service Commission defines which affordability programs count, and only programs that lower energy or water bills are included.
