2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Lease dollars to parks with safeguards

All lease money goes to capital fixes for parks or to buy more park land. The county must also set aside at least the fair market value of the easement interests for those projects. If the site stops being used for the tower, the lease and easement end. The company must remove the tower and gear and restore the land for park use. If the park got federal funds, the county must meet federal conversion rules first, including substitute land of equal value and usefulness approved by the U.S. Interior Secretary.

Putnam County leases parkland for cell tower

The law lets Putnam County stop using 0.060 acres of parkland and lease it to Homeland Towers, LLC. The lease can run up to 30 years and must be at fair market value. A 160-foot cell tower, an equipment shelter, generators, and telecom gear may be installed. The county may also grant a 20-foot-wide access and utility easement, totaling 0.585 acres, along the existing road from Hill Street. The access road stays open to the public and usable for park activities.
