New reporting and public posting on state contracts
Beginning November 1, 2026, vendors that serve Oklahoma state agencies must report any subcontractor they use. Send the report to the contracting agency and the Central Purchasing Division. List the tasks the subcontractor finished and the percent of the contract they completed, and file it within 10 days after their work ends. The Central Purchasing Division also posts every active state vendor contract online with the vendor name, total expected cost, purchase order number, and deliverables. Contracts with information exempt under the Oklahoma Open Records Act are not posted.
Stronger paperwork and performance checks for agencies
Beginning November 1, 2026, state agencies that use statewide contracts must send key documents to the Central Purchasing Division when they sign. Include a statement of work with purpose, deliverables, due dates, and metrics; hourly rates with a not‑to‑exceed total; line‑item expenses; and performance guarantees. Agencies must also review each contract within 30 days of a key milestone or the end date to say if it finished on time, was late, or went over budget. Any incomplete contracts must be listed in the agency’s annual budget with an estimated completion time.
