Bill Overview

Analyzed Economic Effects

6 provisions identified: 0 benefits, 3 costs, 3 mixed.

Construction license caps and Board rules

Beginning July 1, 2028, the Board caps common construction fees: application up to $30, exams up to $200, issuance up to $300, renewal up to $200, project reviews up to $200, and alternative‑methods permits up to $50. Returned‑check fees follow state law, and a bounced check makes a license or renewal invalid. Inspector licenses cost $55 to issue or renew. Most licenses and permits last one year, so renewals are annual. The Board can set and change fee schedules by rule, base them on reasonable review and training costs, and grant class‑wide fee relief for economic hardship.

Poultry contractors: fees and insurance rules

Beginning July 1, 2028, applicants must file detailed documents, including employee names and Social Security numbers, proof of lawful presence, and tax IDs. You must carry at least $500,000 in liability insurance and keep workers’ compensation coverage (or a valid affidavit). The insurer must notify the Board of cancellation, and the license is suspended if coverage is canceled. The law lists two fee schedules for this license: $300 initial/$200 annual renewal in one section, and $480 initial/$320 renewal in the Board’s schedule. The Board may rely on a valid out-of-state construction license to speed processing if your insurance and workers’ comp meet Oklahoma rules. The Board issues the license to qualified applicants who are 18 or older and responsible for the work.

Home inspector license fees set

Beginning July 1, 2028, the law sets home inspection licensing fees. Approval for schools, instructors, or organizations is $100. Course approval is $50. License application is $30, the exam is $200, reciprocity is $80, the license is $400, renewal is $240, and reactivation is $50.

Poultry license denial and penalties

Beginning July 1, 2028, poultry house contractor licenses are not transferable. It is a misdemeanor to loan your license, let others use it, or work without a valid license. The Board must refuse a license for false or incomplete applications, unpaid fees or taxes, or suspended or revoked licenses here or in another state. The Board must suspend a license for losing required insurance or workers’ comp, breaking Board rules, failing to report key business changes, losing required out-of-state registration as a nonresident, or not filing and paying state taxes.

Set fees for trade licenses

Beginning July 1, 2028, trade license fees are set for plumbing, electrical, and mechanical work. An initial contractor license is $480; renewal is $320, or $420 with a late fee. An initial journeyman license is $80; renewal is $120, or $220 late. Apprentice registration is $32. Alarm endorsement fees are $120 to start and $40 to renew.

New license for poultry house wiring

Beginning July 1, 2028, the state creates a poultry house contractor license for wiring that connects environmental control systems in poultry houses. The license covers only that work and not other building wiring. For this work, holders do not need separate registration under the Electrical License Act. The Board does not perform electrical-code inspections or issue code citations for these poultry house systems. Experience under this license does not count toward other electrical licenses.
