More leave, fewer options for municipal legislators

Puerto Rico municipal legislators who have jobs get up to 12 workdays of leave each year for municipal legislative duties. These include sessions, meetings, and site visits. Unused days do not carry over. Public employees get paid special leave for a justified reason, with the yearly limit rising from 5 to 12 workdays. Their separate unpaid leave of up to 5 days ends. Private employees' limit rises from 10 to 12 workdays, separate from any other leave. Their leave is unpaid unless the employer chooses paid special leave for a justified reason. For special leave, the municipal legislature must send a written meeting notice at least 24 hours ahead. Public employees must give that notice to their employer to receive the leave. Public and private employers cannot discriminate against employees for using this leave. The law takes effect immediately after approval.
