Faster utility repairs in Puerto Rico emergencies

When a municipality declares an emergency, the mayor can order work to restore power and water systems. The mayor must send written notice at least 24 hours before work starts to the power and water authorities and their operators. The notice can be electronic and must list workers or contractors, insurance, start and end dates and times, a daily work plan with locations and tasks, worker credentials and contacts, any contract, and the planned end date. After the work is done, the authority or its operator must certify it within five days, using industry and legal standards. Agencies must set agreements that meet FEMA rules so the municipality can seek FEMA or other aid.
