Para enmendar el Artículo 3.13-A, los incisos (h), (s) y (t) del Artículo 23.05, y el Artículo 25.01, derogar el Articulo 25.02 y sustituir por uno nuevo, y enmendar el Artículo 25.03 de la Ley 22-2000, según enmendada, conocida como la "Ley de Vehículos y Tránsito de Puerto Rico", a los fines de establecer que las multas de tránsito deberán ser notificadas a través de la aplicación móvil (app) del Departamento de Transportación y Obras Públicas para las licencias virtuales, CESCO Digital, o cualquier otro sistema digital autorizado por el Secretario con propósitos de notificación ciudadana; disponer la información mínima que deberá contener dicha notificación; y para otros fines relacionados.

Payment plans and annual fine reminders

Each year, if you owe $1–$999 in fines, the Secretary mails you a reminder; if you agreed to digital alerts, it can come by email or app. If you owe $1,000 or more, the Secretary must notify you and offer a payment plan at any Hacienda colecturía. If you do not pay or enroll in a plan, your driver’s license may be suspended.

Traffic ticket discounts and late fees

You must pay a ticket within 30 days. Pay in 15 days and get 30% off; pay days 16–30 and get 15% off. After 30 days, you owe a $10 fee plus $5 more each month. Moving violations unpaid after 60 days go on your license record. You can pay at any Hacienda colecturía.

When fines apply, pause, or expire

A fine generally expires after three years from its issue date. It does not expire if, before then, the Department sent a notice by email, certified mail with receipt, the app/CESCO/another authorized system (only if you signed up), or published a claim in a newspaper. If you skipped renewing the related license period or broke a payment plan, the fine also does not expire. If you file for judicial review, the time to pay and discount clocks pause until the court decision is final. If you lost the ticket and it is not yet in records, you can still pay by a sworn declaration and the payment will go to your oldest pending fines first.

Digital fines and virtual license app

The Department offers a virtual driver’s license in its mobile app if you ask for it. The app lists every fine and shows your name, the date, what rule you broke and the law, and how much you must pay. When a fine is issued, the Department notifies you by regular mail or email to your last known address. If you signed up for digital alerts, it also notifies you by the app, CESCO Digital, or another authorized system. Every notice must include your full name, the date, the infraction and legal basis, and the amount due.

Law starts now; rules due in 120 days

This law takes effect right away. The Secretary has up to 120 days to issue the rules to run it.
